Where you should take the image from

Use the captcha URL the page loads, not a photo of the monitor and not the whole HTML document.
The portal already has a request that returns the captcha bytes. That response is the right input. Save the body, base64-encode it, and send it.
A photo of a screen adds glare, rotation, and a border. The models were trained on the file the portal serves. A camera picture is a different problem and will come back unreliable.
HTML around an <img> is not the image. Download the src. If the src is a data URL, take the base64 payload after the comma.
Keep the session cookie on the portal request that downloads the image, and on the later form post. The API never sees that cookie. It only sees the picture.
